This is a web image gallery implemented in browser-side Javascript. No server is required to host the code; you can send the whole thing to someone in a zip file attached to an email and they could run it just fine on their computer. The images are retrieved from Flickr using the Flickr API, so an internet connection is definitely a requirement.
